Constable Hezekiah Carter
Hezekiah Carter Jr. grew up in Clay Texas, where his upbringing in a close knit community instilled a lifelong commitment to service and personal responsibility. After finishing Snook High School, he moved to Bryan in 1987 to begin a career with Texas Department of Criminal Justice. He served with distinction as a lieutenant, supervising large teams and overseeing the security of hundreds of offenders. Driven by a desire to expand his impact, he completed Basic Peace Officer Training in 1993, marking the beginning of a dedicated career in law enforcement.

Since 1997, Constable Carter has served Brazos County Precinct 4 beginning as a volunteer reserve deputy before rising through the ranks to his current role as the elected Constable. Throughout his tenure, he has played a pivotal role in expanding the capabilities of the office and mentoring countless officers who now serve in leadership positions across the region. Constable Carter has built a career defined by public safety, steadfast leadership with over three decades of experience.
Constable Carter loves sports and spending time with his family. He is also proud of the four state basketball championships and three state track championships from his alma mater.
Brazos County Precinct 4 Constable’s Office is the chief process server of the Justice of the Peace: Precinct 4. The department has state-wide jurisdiction to execute any criminal processes and county-wide jurisdiction to execute any civil processes. This office also serves all Truancy papers.

The Civil Division has the responsibility of serving all civil processes issued through the offices of Justice of the Peace: Precinct 4, as well as other courts.
The civil processes include but are not limited to:
- Citations
- Evictions
- Notices
- Restraining orders
- Subpoenas
- Writs
Bailiff Duties
The Civil Division also has bailiff duties which include: maintain order and security in the courts, maintain prisoners in holding cells, taking persons in custody when needed, and transporting prisoners.
The Brazos County Constable’s Office currently has bailiff duties for four Courts: Justice of the Peace, Precinct 4, Attorney General’s Child Support Division, Juvenile, and Child Protection.
A Civil Assist is a situation where the officer stands by to keep the peace in a situation involving a civil dispute, not a violation of the law. The officer is a neutral party.
Child Visitation
A Civil Assist is not court ordered, therefore, officers do not have the authority to order the return of a child to the Complainant. If you need assistance with a Civil Assist for child visitation, please provide a copy of your court papers.
Property Retrieval
If you need a Civil Assist for property and cannot file for a Writ of Retrieval through the Justice of the Peace: Precinct 4 Office, and you need specific items, please provide any documentation pertaining to the items. The name, phone number and address of both parties must be on the form.

The Traffic and Criminal Division is responsible for providing traffic law enforcement and criminal services in Precinct 4.
Duties include:
- Crime prevention
- Emergency and non-emergency calls
- Enforcement of warrants
- High visibility
- Traffic patrol
Reserves are fully certified peace officers. They work on a non-paid basis and are required to work a minimum of 20 hours a month. They are trained to the same standards as full time deputies.
